24 And seeing one of them suffer wrong, he defended him, and avenged him that was oppressed, and smote the Egyptian:
25 For he supposed his brethren would have understood how that God by his hand would deliver them: but they understood not.

23 Stephen is still referring to Moses. This just was put on his heart it was not the Lord speaking to him as He did at the burning bush. Moses would have a heart for his people from then on we see that when we speaks as a representative for them before the Lord.
24 Often times we do the same without God’s direction we have good intentions but we end up doing something bad out of them because we have no guidance. Moses killed the Egyptian because of the treatment to the Israelite the Lord was the one that would handle this in time thru the plagues it was not Moses job to defend them and we are let God deal with others as well.
25 God would deliver them but their faith in the Lord had gone away because of their bondage. Moses wanted to pull the people to the Lord but doing acts of sin is not the way to do that, Moses murder to bring people to the Lord not the best of decisions.
