25 And the LORD spake unto Moses, saying,
26 Thus speak unto the Levites, and say unto them, When ye take of the children of Israel the tithes which I have given you from them for your inheritance, then ye shall offer up an heave offering of it for the LORD, even a tenth part of the tithe.
27 And this your heave offering shall be reckoned unto you, as though it were the corn of the threshing floor, and as the fulness of the winepress.
28 Thus ye also shall offer an heave offering unto the LORD of all your tithes, which ye receive of the children of Israel; and ye shall give thereof the LORD’s heave offering to Aaron the priest.

25 Then the LORD spoke to Moses, saying, 26 “Speak thus to the Levites, and say to them: ‘When you take from the children of Israel the tithes which I have given you from them as your inheritance, then you shall offer up a heave offering of it to the LORD, a tenth of the tithe. 27 And your heave offering shall be reckoned to you as though it were the grain of the threshing floor and as the fullness of the winepress. 28 Thus you shall also offer a heave offering to the LORD from all your tithes which you receive from the children of Israel, and you shall give the LORD’s heave offering from it to Aaron the priest.

These are my thoughts, please share yours.
25 The Lord at this always spoke thru Moses, it was for the people to trust Moses by telling them God’s word, today we have God’s word and we can judge whether someone is sharing God’s word by us knowing God’s word.
26-27 Moses had to speak to the Levites; this was his family, the tribe he was from. The Levites had to tithe what the Lord provided them as well. Servants of the Lord are no spared from giving to the Lord. Their offering would just as could as anyone else’s, them being able to give to God required the people to give to them but regardless of how little the people give them they are to give tenth back to the Lord.
28 They are to give it to the high priest who was Aaron at that time and he would give it back to the Lord.
