Ezra 4:7-10 King James Version (KJV)
7 And in the days of Artaxerxes wrote Bishlam, Mithredath, Tabeel, and the rest of their companions, unto Artaxerxes king of Persia; and the writing of the letter was written in the Syrian tongue, and interpreted in the Syrian tongue.
8 Rehum the chancellor and Shimshai the scribe wrote a letter against Jerusalem to Artaxerxes the king in this sort:
9 Then wrote Rehum the chancellor, and Shimshai the scribe, and the rest of their companions; the Dinaites, the Apharsathchites, the Tarpelites, the Apharsites, the Archevites, the Babylonians, the Susanchites, the Dehavites, and the Elamites,
10 And the rest of the nations whom the great and noble Asnapper brought over, and set in the cities of Samaria, and the rest that are on this side the river, and at

9 From Rehum the commander, Shimshai the scribe, and the rest of their companions—representatives of the Dinaites, the Apharsathchites, the Tarpelites, the people of Persia and Erech and Babylon and Shushan, the Dehavites, the Elamites, 10 and the rest of the nations whom the great and noble Osnapper took captive and settled in the cities of Samaria and the remainder beyond the River[ —and so forth.

These are my thoughts, please share yours.

7 Syrian would be the widely accepted language of the day; today people do not speak this language. The king wrote this letter and this made it authoritative.

8 They sent the letter to Jerusalem, this shows that this was important city because God saw it as important they received a letter.

9 So they are resettling Jerusalem, this was important because the Jews had not been their since their exile to Babylon years earlier, many of them may have never even seen Jerusalem, this was still the place had for them, if they chose to have a place in their lives for God, if we make a special place for God with in our hearts then He has a special place for us as well it is in glory.
