9 And a man that is clean shall gather up the ashes of the heifer, and lay them up without the camp in a clean place, and it shall be kept for the congregation of the children of Israel for a water of separation: it is a purification for sin.
10 And he that gathereth the ashes of the heifer shall wash his clothes, and be unclean until the even: and it shall be unto the children of Israel, and unto the stranger that sojourneth among them, for a statute for ever.

9 This is the third man involved in offering the heifer. This priest gathered the ashes to remove them, this symbolized throwing away the sins of the people, they kept the ashes this was to remind them, we as Christians need to think of Christ on the cross for us to be reminded of what He did for our sin.
10 This was the sin offering which would be fulfilled with Christ dying on the cross in place of the heifer and what He did lasts until the end of days for those of us who accept that sacrifice He made on our behalf.
