Ezra 5:16-17 King James Version (KJV)
16 Then came the same Sheshbazzar, and laid the foundation of the house of God which is in Jerusalem: and since that time even until now hath it been in building, and yet it is not finished.
17 Now therefore, if it seem good to the king, let there be search made in the king's treasure house, which is there at Babylon, whether it be so, that a decree was made of Cyrus the king to build this house of God at Jerusalem, and let the king send his pleasure to us concerning this matter.

16 Having a strong foundation laid is very important as Christians are foundation is to be Christ any other will fall. The foundation here was laid thru workers doing thru faith in God. This is during the time that Ezra was writing the temple was rebuilt we know that Jesus was at the temple but the temple is not around today.
17 Ezra is asking the king to pay for the rebuilding of the temple. To have someone who does not follow God allow the people to rebuild the temple are one thing but for him to pay for it shows that God’s hand was working him. We can God’s hand working still today if we look.
