14 Now when the apostles which were at Jerusalem heard that Samaria had received the word of God, they sent unto them Peter and John:
15 Who, when they were come down, prayed for them, that they might receive the Holy Ghost:
16 (For as yet he was fallen upon none of them: only they were baptized in the name of the Lord Jesus.)
17 Then laid they their hands on them, and they received the Holy Ghost.

14 Peter and John represented the authority over the church at this time, they were the elders, they were two of Jesus inner most circle. So these Jewish men who are disciples of Jesus have to go to a place they stay away from before they met Christ they would have never gone into Samaria.
15 So they prayed the Holy Spirit on them, it is important for us to keep new believers in prayer.
16 They had not received the Spirit yet as other believers had, they were saved, they were set apart and God was not going to leave them without the Spirit, we as Christians are not left without the Spirit to guide us.
17 So they received the Spirit, it is important that we pray for each other that we follow the guidance of the Lord by the Holy Spirit leading us.
